Citroen team principal Yves Matton has confirmed Sebastien Loeb and Mikko Hirvonen will start this week's Rally GB free to fight.
Citroen needs to score six points more than Ford in Wales to take its eighth manufacturers' crown and Matton says that is the priority for the team.
"The idea is to win the rally," said Matton. "We will see what happens during the rally, but for now we did not make a plan.
"For sure, at the beginning we go for the victory and try to take the one and two positions. We go step by step on this event."
Matton did admit tactics could come later in the event however should Citroen find itself closing on an eighth WRC constructors' title.
"We are in a position to be champions three rallies before the end," he explained. "If we are in this position close to the end of the event then we will do what we have to do."
Hirvonen, meanwhile, admitted this week represented one of his best chances yet to land his first win of the season.
"The plan is to drive our own rally and go flat-out from the start," said Hirvonen. "I really want that first win for this year. In a way, this is my strongest rally and my best chance for a win before the end of the year. OK, Sardinia is good as well, but I like this rally and I like these roads."
